Petition circulation for initiatives begins upon receipt of both the fiscal impact statement and official ballot title from the secretary of state and extends 18 months or until April 30 of the election year, whichever is earlier.

Initiative sponsors must propose a funding source for implementing the measure when filing the petition with the secretary of state; the proposed funding source is informational only and has no binding effect.

Division of financial management must prepare an unbiased fiscal impact statement within 20 working days of receiving the initiative petition, including immediate and long-term fiscal impacts in clear language.

Fiscal impact statements must include a summary not exceeding 100 words and detailed assumptions; signature gatherers must offer copies of the summary, initiative text, and proposed funding source to electors before signing.

Voters' pamphlets must include the fiscal impact statement summary and sponsor's proposed funding source information for state ballot measures; these materials must be published on the secretary of state's website by August 1.
