Appropriates $309,253,400 to the Idaho Department of Correction for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed across management services, state prisons, county and out-of-state placements, correctional alternative placements, community corrections, substance abuse treatment, and medical services.

Authorizes the Department of Correction no more than 2,029.85 full-time equivalent positions during the fiscal year 2021 period, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Exempts the Department of Correction from program transfer limitations under Idaho Code Section 67-3511(2), allowing unlimited transfers between programs; however, moneys appropriated to the County and Out-of-State Placement Program, Correctional Alternative Placement Program, and Medical Services Program may only be transferred between those three programs, and fund transfers require legislative approval.
