Amends Section 23-904 to add new fee structure for hotel liquor licenses based on county population: $400 annually for counties under 20,000; $600 for counties 20,000-40,000; $800 for counties over 40,000.

Creates new Section 23-958 establishing hotel liquor licensing for buildings with more than 75 rooms and minimum 1,500 square feet of meeting space with commercial kitchen facilities.

Permits hotel licensees to offer in-room minibars, room service alcoholic beverages, guest room service, and a hotel-operated lobby lounge serving alcoholic beverages.

Restricts hotel licenses to catering events (banquets, dinners, receptions, conventions) and prohibits transfer of licenses away from hotel premises or use as restaurant licenses.

Amends Section 23-944 to allow minors to enter hotels as defined in Idaho Code Section 39-1801, notwithstanding liquor sales on premises, consistent with existing exceptions for restaurants and other venues.
