Reduces commission membership from 15 to 9-12 members, with initial terms staggered between 2-5 years and subsequent terms of 4 years.

Designates the governor's office of species conservation to provide administrative support for the commission, including coordination with U.S. Forest Service staff and organization of meetings.

Adds commission responsibilities to coordinate and advise on shared stewardship, good neighbor authority, forest health, and wildfire protection activities within and adjacent to Idaho roadless areas.

Requires the commission to submit annual reports by January 15 each year to the senate resources and environment committee and house resources and conservation committee.

Modifies commission meeting requirements to be held semiannually or at other times as determined warranted, rather than specifying a set schedule.
