The state board of correction may provide employment for prisoners housed at correctional facilities, though no prisoner has a right to employment.

The board may provide research-based rehabilitative services including behavioral modification, education, vocational training, substance abuse treatment, and gender responsive programs, with no guaranteed right to these services.

The state board retains authority to contract with private prison contractors for facility design, construction, operation, and management under requirements of Idaho Code section 20-241A.

The board has rulemaking authority to prescribe standards for private prison contractor licensing, develop uniform contracts, review prisoner records, approve firearm and drug testing programs, and monitor contractor insurance.

The board is authorized to provide medical and counseling services to prisoners exposed to or diagnosed with HIV/AIDS, and should provide educational services about HIV transmission to prisoners and department employees.
