Allows any fire protection district to be divided into two separate fire protection districts through a board resolution that specifies district names, boundaries, asset and debt division percentages, commissioner assignments, and employee protections.

Requires the board to hold a public hearing 10-30 days after approving a division resolution, with notice published in a newspaper at least 5 days prior, allowing public comment before confirming or rejecting the division.

Enables district electors to petition for a division election if 25% of qualified electors file an objection within 30 days of board confirmation, with the division becoming effective if more than one-half of votes cast are in favor.

Establishes an alternative procedure allowing electors to initiate a division election by petition signed by 10% or more of the last general election voters, with a majority vote making the division effective and preventing subsequent objection-based elections.

Requires existing employees to retain seniority rights, mandates that all current full-time firefighters be offered employment with one or both new districts before additional hiring, and requires filing division resolutions with county recorders.
