Appropriates $11,274,900 to the Public Defense Commission from the General Fund for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed as: $719,400 for personnel costs, $259,600 for operating expenditures, and $10,295,900 for trustee and benefit payments.

Authorizes the Public Defense Commission to employ no more than 7.00 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increased positions.

Limits trustee and benefit payment expenditures to $10,162,600 for financial assistance to counties and incentives for joint public defender offices, and $133,300 for extraordinary litigation costs, with any remaining amounts reverting to the General Fund.

Prohibits the Public Defense Commission from transferring or encumbering any amounts appropriated as trustee and benefit payments.
