Appropriates $48,974,200 to the State Board of Education for Community Colleges for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed across five entities: College of Southern Idaho ($14,723,700), College of Western Idaho ($16,166,600), North Idaho College ($12,626,700), College of Eastern Idaho ($5,418,000), and Community Colleges Systemwide ($39,200).

Funds are allocated in three categories: personnel costs ($40,505,700), operating expenditures ($7,936,100), and capital outlay ($532,400), sourced from the General Fund and Community College Fund.

Exempts the State Board of Education for Community Colleges from restrictions in Idaho Code Section 67-3511(1), (2), and (3), allowing unlimited transfers between object codes and between programs for all appropriated moneys during the fiscal year.

Prohibits transfer of legislative appropriations from one fund to another unless expressly approved by the Legislature.
