Allows individuals 18 years or older to request amended birth certificates changing the sex indicator by submitting a notarized application, declaration, and desired sex indicator to the state registrar.

Requires individuals under 18 years old to obtain consent from all parents or legal guardians, plus a signed statement from a licensed professional (physician, psychiatrist, nurse practitioner, physician's assistant, psychologist, or professional counselor) supporting the requested change.

Permits one-time name changes concurrent with sex indicator amendments, with amended certificates not marked as amended and original documents sealed and accessible only by court order.

Becomes effective only upon occurrence of three conditions: Idaho Attorney General determines a court has issued an injunction against enforcing section 39-245A, the determination is published in the administrative bulletin, and 10 days pass since publication.
