Appropriates $64,297,100 total to the Department of Lands for fiscal year 2021 (July 1, 2020 through June 30, 2021) across six programs: Support Services, Forest Resources Management, Lands and Waterways, Forest and Range Fire Protection, Scaling Practices, and Oil and Gas Conservation.

Authorizes the Department of Lands to employ no more than 327.82 full-time equivalent positions during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Exempts the Forest and Range Fire Protection Program from object transfer limitations, allowing unlimited transfers between budget codes for that program while prohibiting transfers between different funds without legislative approval.
