Coordinated Medicaid Plan receives $53,354,800 from General Fund ($18,347,800), Idaho Millennium Income Fund ($4,769,000), and Federal Fund ($30,238,000).

Appropriates $15,000 from the Cooperative Welfare (General) Fund to the Physical Health Services Program for operating expenditures.

Declares an emergency, making the act effective upon passage and approval.
