Appropriates $8,728,500 from the State Regulatory Fund to five regulatory boards for fiscal year 2021 (July 1, 2020 through June 30, 2021), including the Board of Accountancy ($570,600), Board of Professional Engineers & Land Surveyors ($845,000), Bureau of Occupational Licenses ($5,037,500), Outfitters and Guides Licensing Board ($633,100), and Real Estate Commission ($1,642,300).

Authorizes maximum full-time equivalent positions for each board: Board of Accountancy (4.00), Board of Professional Engineers & Land Surveyors (5.00), Bureau of Occupational Licenses (44.00), Outfitters and Guides Licensing Board (6.00), and Real Estate Commission (14.00).

Reappropriates up to $1,021,000 from unexpended balances for database upgrade expenses and up to $1,352,000 for construction and moving expenses related to the Bureau of Occupational Licenses' relocation to the Chinden Campus for fiscal year 2021.

Appropriates an additional $1,352,000 to the Bureau of Occupational Licenses for operating expenditures for fiscal year 2020 (July 1, 2019 through June 30, 2020) and declares this section an emergency measure effective upon passage and approval.
