Appropriates $22,218,200 total for health education programs including WIMU Veterinary Education ($2,205,500), WWAMI Medical Education ($6,680,400), Idaho Dental Education Program ($1,960,700), University of Utah Medical Education ($2,208,800), Family Medicine Residencies ($5,865,000), Boise Internal Medicine ($895,000), Psychiatry Education ($597,800), and Eastern Idaho Medical Residencies ($1,805,000) for fiscal year July 1, 2020 through June 30, 2021

Authorizes full-time equivalent positions for each program, including 6.38 for WIMU Veterinary Education, 13.72 for WWAMI Medical Education, 3.25 for Idaho Dental Education Program, and 14.30 for Family Medicine Residencies

Exempts appropriated dedicated funds from object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for the designated period

Reappropriates unexpended and unencumbered balances from fiscal year 2020 dedicated funds for nonrecurring expenditures during fiscal year 2021

Allows the Division of Financial Management to approve expenditure of dedicated funds for student tuition and fees during fiscal year 2021 through noncognizable process, with adjustments reflected in fiscal year 2022 budget requests
