Appropriates $44,969,100 to the Department of Parks and Recreation for fiscal year 2021 (July 1, 2020 through June 30, 2021) across three programs: Management Services ($19,294,600), Park Operations ($20,574,500), and Capital Development ($5,100,000).

Authorizes the department no more than 157.39 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Exempts trustee and benefit payments appropriated for grants in Management Services from standard program transfer limitations, allowing transfers to capital outlay in Capital Development or Park Operations programs to reflect awarded grants.

Reappropriates any unexpended and unencumbered balances from the Capital Development Program for fiscal year 2020 to be used for nonrecurring expenditures in the Capital Development Program during fiscal year 2021.
