Appropriates $9,294,100 total to the Legislative Branch for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed among the Legislative Services Office ($7,899,000), Office of Performance Evaluations ($950,200), and Redistricting Commission ($444,900).

Authorizes reappropriation of up to $650,000 in unexpended and unencumbered balances from the Professional Services Fund for fiscal year 2020 to the Legislative Services Office for nonrecurring expenditures.

Authorizes reappropriation of any unexpended and unencumbered balances from the Technology Infrastructure Stabilization Fund for fiscal year 2020 to the Legislative Services Office for nonrecurring expenditures.

Exempts the Legislative Services Office, Office of Performance Evaluations, and Redistricting Commission from object transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes for all appropriated moneys during the fiscal year.

Prohibits transfers of legislative appropriations between different funds unless expressly approved by the Legislature.
