Appropriates $129,513,400 to the Department of Health and Welfare for fiscal year 2021 (July 1, 2020 - June 30, 2021) across three divisions: Child Welfare ($90,730,300), Services for the Developmentally Disabled ($32,631,200), and Service Integration ($6,151,900).

Authorizes 408.80 full-time equivalent positions for Child Welfare, 181.96 for Community Developmental Disability Services, 123.75 for Southwest Idaho Treatment Center, and 35.00 for Service Integration.

Makes $42,000 minimum of federal Child Abuse Protection Treatment Act (CAPTA) funds available to Public Health Districts each year, distributed equally among the seven districts for Citizen Review Panels.

Requires the Department of Health and Welfare to maintain Head Start Program appropriations from federal Temporary Assistance for Needy Families funds at fiscal year 2007 levels and assumes responsibility for educational needs of school-age children in state custody.

Transfers $5,011,300 from the General Fund to the Technology Infrastructure Stabilization Fund effective July 1, 2020.
