Creates the "Anti-Boycott Against Israel Act" requiring Idaho public entities to obtain written certification from contractors that they are not engaged in boycotts of Israel or territories under its control.

Exempts contracts with a total potential value less than $100,000 or contractors with fewer than 10 employees from the certification requirement.

Defines "boycott Israel" as refusals to deal, termination of business activities, or other actions intended to discriminate against or economically harm Israel or entities doing business there.

Declares contracts that fail to comply with this section void against public policy and grants the Department of Administration authority to promulgate implementing rules.

Takes effect July 1, 2020 and applies only to contracts renewed or entered into on or after that date.
