Appropriates $66,660,700 to the Department of Environmental Quality for fiscal year 2021 (July 1, 2020 through June 30, 2021) across six program areas: Administration and Support Services, Air Quality, Water Quality, Coeur d'Alene Basin Commission, Waste Management and Remediation, and Idaho National Laboratory Oversight.

Authorizes the department to employ no more than 379 full-time equivalent positions during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Transfers $1,500,000 from the Water Pollution Control Fund to the Environmental Remediation (Basin) Fund through monthly installments for Superfund cleanup projects in the Coeur d'Alene Basin.

Designates $279,000 from the General Fund for a statewide grant program supporting implementation of Agricultural Best Management Practices (BMPs) in high-priority watersheds to improve water quality and meet Total Maximum Daily Loads (TMDLs) objectives.

Reappropriates up to $500,000 from fiscal year 2020 General Fund balances for Agricultural Best Management Practices nonrecurring expenditures and requires the department to file annual reports on remediation progress and expenditures in the Coeur d'Alene Basin.
