Appropriates $7,866,400 to Idaho's five Medical Boards (Dentistry, Medicine, Nursing, Pharmacy, and Veterinary Medicine) for fiscal year 2021 (July 1, 2020 – June 30, 2021) from the State Regulatory Fund, with funding allocated for personnel costs, operating expenditures, and capital outlay.

Authorizes maximum full-time equivalent positions for each board: Dentistry (3.60), Medicine (18.00), Nursing (13.00), Pharmacy (15.00), and Veterinary Medicine (2.60) through June 30, 2021, with Governor authorization required for any increases.

Reappropriates unexpended balances up to $601,200 from the Board of Nursing's fiscal year 2020 Chinden Campus relocation fund to be used for nonrecurring relocation expenditures in fiscal year 2021.

Appropriates an additional $601,200 to the Board of Nursing from the State Regulatory Fund for fiscal year 2020 (July 1, 2019 – June 30, 2020) for operating expenses related to the Chinden Campus relocation.

Declares an emergency to make Section 4 (additional Board of Nursing appropriation) effective immediately upon passage and approval.
