Appropriates $86,157,600 to the Idaho State Police for fiscal year 2021 (July 1, 2020 through June 30, 2021) across multiple divisions including Brand Inspection, Director's Office, Executive Protection, Investigations, Patrol, Law Enforcement Programs, Support Services, Forensic Services, POST Academy, and Racing Commission.

Authorizes a maximum of 614.10 full-time equivalent positions for the Idaho State Police during the fiscal year 2021 period, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Reappropriates unexpended and unencumbered balances from the Law Enforcement Telecommunications Fund for purchasing two network switches, not to exceed $475,000, for nonrecurring expenditures during fiscal year 2021.

Directs the State Controller to transfer $477,900 from the Alcohol Beverage Control Fund to the Peace Officers Training Fund on July 1, 2020.
