Appropriates $15,874,900 to the Office of the State Board of Education for fiscal year 2021 (July 1, 2020 - June 30, 2021) across three programs: OSBE Administration ($12,657,300), IT and Data Management ($2,684,800), and Charter School Commission ($532,800)

Authorizes no more than 53.25 full-time equivalent positions for the Office of the State Board of Education during fiscal year 2021, unless specifically authorized by the Governor

Allows reappropriation of unexpended and unencumbered balances from fiscal year 2020 for the Public Charter School Authorizers Fund and Opportunity Scholarship Program Fund for nonrecurring expenditures

Requires the State Board of Education to provide annual updates to the Joint Finance-Appropriations Committee regarding all sublease rent payments and amounts due to the Idaho State Building Authority

Allocates up to $53,400 from the Opportunity Scholarship Program Account for external evaluations of literacy intervention programs, career ladder, and student behavioral health services, with results due to legislative committees by January 15, 2021
