Appropriates $37,841,000 to the Superintendent of Public Instruction for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed across State Department of Education Administration ($11,735,800) and Student Services ($26,105,200)

Funds are allocated from General Fund, Indirect Cost Recovery Fund, Federal Grant Fund, Public Instruction Fund, and other revenue sources for personnel costs, operating expenditures, capital outlay, and benefit payments

Limits the Superintendent of Public Instruction to a maximum of 124.00 full-time equivalent positions during the fiscal year, with any increases requiring Governor authorization and notification to the Joint Finance-Appropriations Committee

Requires the Superintendent to submit a report to the Joint Finance-Appropriations Committee by January 15, 2021, detailing all contracts over $25,000 signed during fiscal year 2020, including contract amount, duration, parties, subject matter, and procurement method

Encourages the Superintendent to use open, competitive acquisition processes for all contracts and requires disclosure of rationale for any sole source or noncompetitive procurements
