Appropriates $3,084,300 total to the Soil and Water Conservation Commission for fiscal year 2021 (July 1, 2020 through June 30, 2021), with funding from the General Fund ($2,695,800), Resource Conservation and Rangeland Development Fund ($328,500), Administration and Accounting Services Fund ($30,000), and Clean Water Revolving Loan Fund ($30,000).

Allocates funds across personnel costs ($1,420,200), operating expenditures ($436,000), and trustee and benefit payments ($1,228,100).

Authorizes no more than 17.75 full-time equivalent positions during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Requires $100,000 of the trustee and benefit payments appropriation to be distributed equally among all 50 soil and water conservation districts in addition to amounts authorized under Idaho Code Section 22-2727.
