Appropriates $47,559,800 to the Idaho Department of Agriculture for fiscal year 2021 (July 1, 2020 through June 30, 2021) across eight operational divisions: Administration, Animal Industries, Agricultural Resources, Plant Industries, Agricultural Inspections, Market Development, Animal Damage Control, and Sheep and Goat Health Board.

Authorizes the Department of Agriculture to employ no more than 216.00 full-time equivalent positions during the fiscal year 2021 period, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Requires the Department of Agriculture to maximize use of Watercraft Inspection Program appropriations to prevent spread of zebra mussels, quagga mussels, and other aquatic invasive species using roving inspection stations and expanded holiday coverage.

Directs the department to gather data on watercraft bypassing inspection stations and nighttime transport of watercraft across Idaho borders, seek federal funding for invasive species prevention, and report findings to legislative committees during the 2021 session.
