Appropriates $126,846,900 to the Department of Health and Welfare Public Health Services Division for fiscal year 2021 (July 1, 2020 - June 30, 2021) across five program areas: Physical Health Services, Emergency Medical Services, Laboratory Services, Suicide Prevention and Awareness, and Health Care Policy Initiatives.

Authorizes specific full-time equivalent positions for each program: Physical Health Services (150.68), Emergency Medical Services (42.84), Laboratory Services (39.00), Suicide Prevention and Awareness (3.50), and Health Care Policy Initiatives (2.00).

Transfers $640,000 from the Cooperative Welfare (General) Fund to the Rural Physician Incentive Fund on July 15, 2020, and allocates $1,000,000 to seven Public Health Districts for home visitation programs with specified amounts for each district.

Distributes $200,000 from Health Care Policy Initiatives funding to the WWAMI Medical Education Program for continued implementation of Project ECHO.

Requires the Suicide Prevention and Awareness Program to follow the stakeholder plan from Section 6, Chapter 340, Laws of 2018, and mandates a program implementation report to the Legislative Services Office by November 1, 2020.
