Appropriates $3,115,077,600 to the Department of Health and Welfare's Division of Medicaid for fiscal year 2021 (July 1, 2020 - June 30, 2021), distributed across five Medicaid programs: Administration and Medical Management, Coordinated Plan, Enhanced Plan, Basic Plan, and Expansion Plan.

Authorizes no more than 216.00 full-time equivalent positions for the Medicaid Administration and Medical Management Program, with notification required to the Joint Finance-Appropriations Committee for any Governor-approved increases.

Requires monthly Medicaid tracking reports comparing appropriations to actual expenditures and forecasted spending, and mandates a report by December 1, 2020 on managed care implementation progress.

Permits transfers of trustee and benefit payment funds exceeding 10% among the Coordinated, Enhanced, and Basic Medicaid Plans and Administration program, but prohibits transfers to other departmental programs or expense classes.

Directs development of a state plan amendment for home visiting services prioritizing at-risk children, requires a report on reimbursement rate increases for community supported employment services by January 1, 2021, and implements cost-sharing for expanded Medicaid children earning 185-300% of federal poverty limit.
