Appropriates $97,252,200 to the Department of Labor for fiscal year 2021 (July 1, 2020 through June 30, 2021) across five programs: Unemployment Insurance Administration ($34,721,500), Employment Services ($57,680,600), Wage and Hour ($844,400), Human Rights Commission ($1,311,800), and Serve Idaho ($2,693,900).

Authorizes the Department of Labor to employ no more than 708.58 full-time equivalent positions during the fiscal year 2021 period, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

Requires the Department of Labor to submit a report to the Joint Finance-Appropriations Committee by July 20, 2020 detailing the Job Corps Demonstration Project, including student enrollment numbers, residential program participation, employee positions and job classifications, financial expenditures, and community college contracts.

Prohibits the use of General Fund moneys for implementation of the Job Corps Demonstration Project.
