Appropriates $45,853,200 total to the State Tax Commission for fiscal year 2021 (July 1, 2020 through June 30, 2021), distributed across five divisions: General Services ($13,551,300), Audit Division ($13,450,500), Collection Division ($7,908,500), Revenue Operations ($6,916,400), and Property Tax ($4,026,500).

Authorizes a maximum of 448.00 full-time equivalent positions for the State Tax Commission during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Increases the annual salary for State Tax Commission members from $102,049 to $104,090, effective July 1, 2020.

Requires the Legislative Services Office Audit Division to conduct a management review of the State Tax Commission for the period July 1, 2019 through June 30, 2020, evaluating compliance with property tax levy notification requirements and restrictions on county commissioner actions.
