Authorizes the Legislative Council to appoint a committee to study Idaho Content Standards and recommend new standards for Idaho schools.

Committee must hear from standards experts, education professionals, parents, students, and other interested parties on how standards differ from curriculum and recommend specific changes.

Committee should consider and recommend a process for adopting new content standards that accounts for time needed for review, implementation, instructional material preparation, and testing.

Nonlegislative members may be appointed by committee cochairs but shall not be reimbursed from legislative funds and shall not have voting privileges on recommendations or proposed legislation.

Committee shall report findings, recommendations, and proposed legislation to the First Regular Session of the Sixty-sixth Idaho Legislature.
