Reaffirms Idaho's commitment to strengthening the relationship between the State of Idaho and the Republic of China (Taiwan) based on shared values of democracy, human rights, and rule of law.

Notes Taiwan was Idaho's second-largest export market in 2018 with $675 million in sales including semiconductors, computers, capital equipment, and agricultural products.

Recognizes Taiwanese investment of $11.3 billion in the United States in 2017, including $115 million in research and development and $967 million supporting U.S. exports and over 14,000 American jobs.

Supports increased trade and investment through bilateral free and fair trade agreements and the United States-Taiwan Global Cooperation and Training Framework in areas including public health, women's empowerment, energy efficiency, and e-commerce.

Directs the Secretary of the Senate to forward copies of the memorial to the U.S. Congress, Idaho's congressional delegation, state governor, state commerce and agriculture directors, and the Taipei Economic and Cultural Office in Seattle.
