States that the lower four Snake River dams produce 1,000 megawatts of carbon-free renewable energy annually and 3,000 megawatts for peak power emergencies, serving 22 rural Idaho utilities and more than 137,000 Idahoans

Notes the system serves as a top wheat export gateway, with approximately 10 percent of all U.S. wheat exports and about 50 percent of Idaho-grown wheat barged through the dams from Lewiston to Portland

Requires efforts for anadromous fish recovery to be based on sound science and prohibits contributions of Idaho water for flow augmentation except those authorized by state law
