Removes doorkeeper and janitor from the list of permanent Senate employees; allows Senate to determine other assistants and employees as needed for business.

Clarifies Secretary of the Senate duties to manage session proceedings, record-keeping, serve as parliamentarian, and deliver archived bills and papers to Secretary of State at session close.

Authorizes President Pro Tempore to appoint staff for payroll preparation, voucher processing, and record-keeping functions, with other duties as directed.

Specifies that doorkeepers, watchmen, janitors, pages, and housekeeping staff report directly to Sergeant at Arms rather than Secretary of Senate, as determined by President Pro Tempore.

Maintains requirement that all Senate employees are selected by majority or minority attache committees with Senate approval, serve at pleasure of President Pro Tempore, and receive compensation determined by Senate leadership.
