Clarifies that validly requested absentee ballots for federal office candidates must be sent no later than 45 days before an election when requests are received at least 45 days in advance.

Establishes temporary provisions for elections prior to December 31, 2020, allowing uniformed and overseas voters' ballots to be sent within 45 days and other absentee ballots to be sent within 30 days of the election.

Permits counties that count ballots at a central location to open and scan absentee ballots beginning 7 days before election day for elections prior to December 31, 2020, with strict security protocols including 24-hour video surveillance and a minimum of 2 election officials present.

Requires that absentee ballot results not be tabulated until polls close on election day for elections held prior to December 31, 2020.

Declares an emergency provision making the act effective upon passage and approval.
