Creates new Section 34-1115 authorizing counties with access to the Idaho statewide voter registration system or electronic poll books to establish one or more vote centers as an alternative to traditional precinct-based voting.

Vote centers must issue appropriate ballots to any elector from any precinct within the county and record that voter has voted, with voters presenting identification and signing the election register before receiving ballots.

Counties establishing vote centers must provide at least one vote center in each legislative district, at least one for every 15,000 registered voters, and at least one within 25 miles of every registered voter not in a mail ballot precinct.

Requires counties to notify the Secretary of State at least 30 days prior to first implementation and include vote center locations in precinct polling location designations and legal publications.

Declares an emergency and includes a sunset date, making the act null and void after December 31, 2020.
