Senate calls on the Governor to end Idaho's state of emergency while preserving financial support for hospitals and nursing homes and maintaining regulatory reductions for citizens.

Senate concludes that legislative action beyond the three subjects in the Governor's August 19, 2020 proclamation (absentee voting, in-person polling, and COVID-19 civil liability) during this extraordinary session would be unconstitutional.

Acknowledges that terminating the statewide emergency declaration would not end local health district orders, school closures, face covering mandates, business closures, or worship attendance restrictions.

Senate directs consideration of eight matters in the next regular legislative session, including declaring all working Idahoans essential, limiting emergency declaration length, restricting executive emergency powers without legislative approval, and prohibiting quarantine of healthy individuals.

Affirms all Idahoans have the right to physically participate in elections and to make their own health and safety decisions for themselves and their families.
