Creates the "No Public Funds for Abortion Act" to prohibit state, county, city, and local political subdivisions from using public funds for abortion services or contracting with abortion providers and their affiliates.

Prohibits government-owned or operated health care facilities from entering contracts to provide abortion services, except when the mother's life is endangered by physical disorder, illness, or injury.

Bars public institutions of higher education from using student tuition and fees for abortion-related services, counseling, referrals, or emergency contraception (except in rape cases).

Prohibits public school-based health clinics and public institution employees from providing abortion services, counseling, or referrals, and restricts distribution of emergency contraception drugs except in rape cases.

Declares the Act effective immediately upon passage and includes a severability clause permitting the legislature to intervene in any constitutional challenges to the law.
