Exempts voting records of the former Sexual Offender Classification Board from public disclosure, making them available only to the governor, chairman of the senate judiciary and rules committee, and chairman of the house of representatives judiciary, rules and administration committee for lawful purposes.

Adds provision to Idaho Code Section 74-105 establishing that written records of individual board member votes to classify offenders as violent sexual predators are confidential public records.

Authorizes the Sexual Offender Management Board to manage and maintain all records of the former Sexual Offender Classification Board as part of its enumerated duties.

Declares an emergency effective upon passage and approval, making the act immediately effective rather than waiting for the standard statutory effective date.
