Amends Idaho Code Section 50-304 to clarify that cities may enforce quarantine laws within five (5) miles of the city limits rather than applying them broadly.

Amends Idaho Code Section 50-606 to specify that mayors have jurisdiction over health and quarantine ordinances within five (5) miles of corporate city limits, and general ordinance jurisdiction within one (1) mile.

Maintains existing authority for cities to establish boards of health and pass ordinances necessary to preserve public health and prevent contagious diseases.

Declares an emergency, making the act effective immediately upon passage and approval.
