Removes provisions from Idaho Code 39-5403 regarding filing of artificial insemination consent documents with the state registrar and reporting requirements to the state board of health and welfare.

Eliminates the requirement that physicians performing artificial insemination file copies of patient consent forms and notice requirements related to child delivery with the state registrar.

Removes language specifying that physicians who perform artificial insemination are not liable for noncompliance with filing requirements if the mother and husband fail to notify them of the child's birth.

Revises Idaho Code 39-270 to clarify that vital statistics certificates may be issued to public agencies for child protection and child support enforcement purposes under specified Idaho Code sections and for fraud investigation purposes.

Records become public documents 100 years after birth or 50 years after death, stillbirth, marriage, or divorce, with information made available under Idaho's public records law.
