Amends Idaho Code Section 54-1413 to revise grounds for disciplinary action against nurses by adding guilty pleas as grounds for discipline, not just convictions for crimes deemed relevant under Section 67-9411(1).

Adds new disciplinary ground requiring nurses to comply with the abortion complications reporting act (Chapter 95, Title 39, Idaho Code), with failure to comply constituting grounds for license discipline.

Clarifies that conduct with former patients is prohibited if it is sexually exploitative or may reasonably be interpreted as sexually exploitative, while allowing continuation of consensual sexual relationships with spouses or adults that existed before the nurse-patient relationship began.

Specifies that conduct of reporting criminal conduct endangers patients constitutes grounds for discipline under the general provision prohibiting conduct likely to deceive, defraud, or endanger patients or the public.

Maintains existing procedural protections for disciplinary proceedings including hearing rights, subpoena authority, and ability to modify or withdraw disciplinary orders upon showing of rehabilitation.
