Amends Section 42-238 to change "shall adopt" to "may adopt" rules for well driller licensing and renewal, allowing the Water Resource Board discretionary authority over rulemaking.

Removes criminal misdemeanor penalties for drilling without a license and replaces them with administrative enforcement procedures requiring written notice of violation under Section 42-1701B, Idaho Code.

Repeals Section 42-238b (proceedings commenced prior to designated date), Section 42-247 (notification of specified law), and Chapter 19 Title 42 (dams and booms in Clearwater River).

Authorizes the Director of the Department of Water Resources to enforce provisions of Chapters 40 and 42 through administrative enforcement actions, replacing specific penalty provisions with administrative procedures under Section 42-1701B.

Makes technical corrections including changing "which" to "that" and "or" to "and" in various sections related to water resource management and geothermal resource administration.
