Amends Section 37-606, Idaho Code, to modify dairy nutrient management plan requirements for environmental protection and water quality standards.

Requires nutrient management plans to provide dairy farms with the option of using either a phosphorous-indexing standard or phosphorous threshold standard for plan implementation.

Requires dairy farms to identify each recipient of dairy by-products, the amount exported to each recipient, and the number of acres where products are applied, with this information available to the county where the dairy farm is located.

Limits manure compost tracking requirements so that only the first recipient of manure compost must be listed in the nutrient management plan.
