Allows governmental entities to publish required public notices electronically on their official websites instead of in newspapers, with the same legal effect as newspaper publication.

Requires electronic notices to meet the same minimum publishing dates and duration requirements as print newspapers, and to comply with all advance notice requirements and agenda requirements under Idaho law.

Mandates that electronic public notices be posted under a clearly marked "Public Notices" tab on the governmental entity's home page and accessible to the public for free.

Does not require governmental entities to develop electronic publication capability, and does not eliminate the requirement to mail notices when mailing is required by law.

Amends Section 60-109A to clarify that publication by first class mail constitutes legal notice only when mailing costs are less than other required publication methods, and allows notices to be included with regularly occurring mailings such as utility billing.
