Repeals existing Idaho Code Section 18-4016 and replaces it with the "Idaho Abortion Human Rights Act" making abortion illegal for any person to perform, procure, or attempt.

Defines "abortion" as the use or prescription of any instrument, medicine, drug, or substance to intentionally kill an unborn human being, and "unborn human being" as offspring from conception through live birth or death.

Directs the attorney general to monitor state enforcement of abortion law and direct state agencies and political subdivisions to enforce the chapter regardless of conflicting federal statutes, regulations, executive orders, or court decisions.

Provides immunity to mothers assisting in investigation or prosecution of persons for conduct relating to abortion and exempts medical practitioners attempting to save a pregnant patient's life from liability if an unborn human being dies unintentionally.

Makes the law applicable only to conduct and offenses occurring on or after the effective date, with prior conduct governed by law in effect before enactment.
