For adoptions occurring on or after July 1, 2021, adoptees aged 18 or older may request and receive a copy of their original birth certificate, medical information, demographic information, and adoption report from the bureau of vital statistics.

New birth certificates issued for adoptions on or after July 1, 2021 must show on the face of the certificate whether each parent is a natural or adoptive parent, as determined by the state registrar.

The bureau of vital statistics is not obligated to provide court records to adoptees under these new provisions.

Corrects terminology throughout Idaho Code sections 39-259 and 39-259A by replacing "birthparent" with "birth parent" and updating code references.

Maintains existing confidentiality protections for adoption records while establishing a voluntary adoption registry allowing adoptees, birth parents, and birth siblings to consent to release of identifying information upon mutual match.
