Establishes a State Snowmobile Avalanche Fund (SSAFC) in the state treasurer's office, funded by $1.00 from each snowmobile certificate of number fee, rental certificate fee, and nonresident snowmobile user certificate issued by vendors.

Creates a five-member State Snowmobile Avalanche Fund Committee appointed by the board, consisting of the director of the United States Forest Service National Avalanche Center (chair) and one active snowmobiler from each of four Idaho districts: north, central, south, and east Idaho.

Committee members serve four-year terms, with initial terms staggered so at least one position is filled annually; members must be qualified Idaho electors residing in their district.

Directs the committee to distribute avalanche fund money at least annually to avalanche centers in Idaho for operations and maintenance, including avalanche forecaster labor, website and IT improvements, equipment, weather stations, education, and safety gear.

Committee members shall be compensated as provided in section 59-509(b), Idaho Code.
