Prohibits the governor and all state agencies, political subdivisions, public health districts, counties, cities, boards, and the Department of Health and Welfare from mandating, requiring, or ordering vaccination, immunization, genetic modulation, or inoculation of any person, even during states of disaster, emergency, extreme emergency, insurrection, or martial law.

Prohibits state and local government entities from issuing isolation and quarantine orders based solely or primarily on a person's vaccination status.

Requires express informed consent from individuals before vaccination or genetic modulation by healthcare providers, or from legal parents or guardians in the case of minors or incapacitated persons.

Prohibits any person from vaccinating, immunizing, genetically modulating, or inoculating another person without their express consent, or parental or guardian consent for minors and incapacitated persons.

Declares the law severable so that if any provision is found invalid, the remaining provisions remain in effect, and establishes the act as emergency legislation effective immediately upon passage and approval.
