Restructures veterinary licensure in Idaho by replacing a single license application section with three new sections: general application requirements (54-2107), licensure by endorsement for military members and those with three years of active practice in other states (54-2107A), and licensure by written examination for other applicants (54-2107B).

Removes criminal background check language from licensure requirements while maintaining fingerprint-based checks for original licensure and reinstatement applications, with exceptions for certified euthanasia agencies.

Extends veterinary board member terms from four to five years, with the fifth year serving as liaison officer, and allows public board members to serve two consecutive terms instead of one.

Establishes an alternative to formal discipline for minor violations, allowing the board's liaison officer to offer remediation programs with civil penalties up to $1,000 and cost recovery, excluding cases involving felonies, significant animal harm, or fraud.

Repeals the temporary permit section and makes technical corrections throughout the chapter including definition updates, code reference corrections, and clarification of supervision requirements for veterinary assistants and technicians.
