State institutions of higher education must adopt a policy for measures and procedures to prevent the spread of contagious or infectious disease, including temporary closure of institutions, buildings, or campuses, in consultation with the state board of education and district health departments.

Only the state board of education, acting in accordance with the adopted policy, has authority to close institutions or limit programs for disease prevention purposes.

Community college boards of trustees must adopt similar policies for measures and procedures to prevent disease spread, in consultation with district health departments where they offer in-person classes.

Only community college boards of trustees, acting in accordance with their adopted policy, have authority to close colleges or limit programs for disease prevention purposes.

Institutions and boards of trustees acting under these policies may not be held to violate orders from the department of health and welfare, district boards of health, or city authorities.
