• Establishes an advisory council in the state board of education to study continuous improvement plans and measurable student achievement indicators, with members representing different geographic regions, school types, and stakeholders including teachers, administrators, legislators, and business representatives.

• Requires school districts and public charter schools to develop annual continuous improvement plans including data-driven goals for student literacy proficiency, college and career readiness, and staff performance metrics, with plans submitted to the state by October 1 each year.

• Allocates up to $6,600 per school district and charter school for training on continuous improvement processes, strategic planning, finance, superintendent evaluations, ethics, and governance.

• Removes mandatory reporting requirements for college and career advising plans from continuous improvement plans while maintaining that districts must provide college and career advising to students in grades 8-12.

• Removes requirements for school districts to submit literacy intervention plans to the state board of education while maintaining obligations to establish extended-time literacy intervention programs for students scoring basic or below basic in kindergarten through grade 3.
